So in the Italian province of Sudtirolo the predominant language is German.

I'd not call that a linguistic anomaly. Sudtirol was bargaining chip on the green table after WW2. There are many such regions in central/eastern europe

True, but don't many of these language anomalies come about through the vagaries of historical events?
