Im looking into getting the canon 40d as my next camera. (I currently have the 400d)

Just need some help, is this package good? are the lenses good?

Welcome to TP.

It would help if you told us what lenses you already have with your 400D. (If you already have something like a 70-300 then that makes the package less attractive.) And what do you like to photograph?

It would also help to know what sort of price you're looking at. Those lenses aren't bad and they cover a useful range of focal lengths, but they're not great. If you're not getting the package for a bargain price then there might be alternatives you'd want to consider.

I currently have the standard lens that came with it, the 18-55mm.

I am keen to progress in fashion, and portrait photography.

Is it worht sticking with my current camera, and investing in a good lens instead of a new camera itself?

If you're thinking of upgrading further in the future to a Fullframe body (eg 5D), make sure the lenses you buy now will be suitable for fullframe.

I suspect the 17-85 isn't.

if you can afford to do this now, it will save you money in the future.

Generally, yes, unless there is something specific about your current camera that you feel is holding you back.
