Is this a gimmick to save energy?

It looks like its a form of power factor correction (probably got a big capacitor inside)

tends to be used a lot in industry , factories that have a lot of machinery powered by electric motors use a similiar thing

not sure of the domestic benefits though

Problem is there's no way for you to test it, or whether you need it. The blurb reads like a politician wrote it, lots of words seeming to promise the earth but actually all ifs, maybes and qualifications.

Buy an Owl energy meter, change all your lights to low wattage and turn things off when not in use.

By being careful but not silly I've cut nearly 1/3 off my lecky bill :D
