Is there anyway to change the white balance outside of RAW?

Yes
I always shoot in raw, and do most editing/adjustments in raw, but there are some things (which I can't do in raw) that I need do do in Photoshop itself. These things change the white balance slightly which is quite annoying. Not major, but not as perfect as I had it before.

The only thing I can see is the Colour Balance adjustment, but I find it difficult to use. I use Photoshop CS4.

With cs4 you should be able to open the image in the camera raw (jpeg and tiff) there you have the white balance ajustment.
Open them from bridge with the option open in ACR.

I'm not sure, but I've just give it a go with CS5, and if you open the RAW file as Smart Object, File>Open as a Smart Object... you can then do your processing with Camera Raw, and when you have finished editing you click OK, and the image opens as a Layer in Photoshop. I think you can just double click on the Layer and Camera Raw re-opens allowing you to make alterations to the Raw files.

I'm not sure how much of the normal editing options can be done to a Smart Object, as it is not something I've played with yet. But that is a way to make changes to the Raw file.
