Usually this is fixed by holding CTRL and dragging the window out to the edge of screen with the mouse.
Close then re-open - it should remember the last size.
I just tried that and it didn't work.
Those useless goons at Microsoft should have fixed this bug ages ago - :bang::bang::bang: - there are countless reports of it on the interweb.
I think you will find there is something naught on your machine, rather than Microsoft.
IE will open to the size it was last used. If it is always opening small, perhaps you have something that opens and is small like a naughty pop up.
Have you done a virus and malware scan? Checked your internet history for something odd?
I had this once many years ago and it was due to a certain type of site I was visiting and their naughty pop ups![]()

.... Make sure you only have one IE open (go into processes and kill all the IExplore and then open 1 window, set it to maximised and close again.
Could try going into Internet Options/Advanced then reset IE to it's default settings.
But does the main icon open full screen?
What happens if you open it full screen and then recreate the shortcut?
What happens if you pin the website for when you right click on the icon in the taskbar, does this open full screen?

Thanks Mike but the IE shortcut in start/programs is already set to maximised - so is the one on the taskbar.
The icon to launch iexplore is always pinned to the taskbar and it always opens maximised.
Right-clicking on this icon and choosing a link to a 'frequent' website will always result in a small window if there's a shortcut on the desktop (or anywhere else) to the same website.
If there are no shortcuts on the desktop (or anywhere else) to a website, then using the link on the 'frequent' list will always result in a maximised window.
I think you are doing a bit of nit-picking .....
