It is difficult to say without seeing the image (and if you post it and it is a recent one please delete the names unless it is your relations, in case their relations see it and get distressed). I would guess dodging and burning around the letters

One image is below, yes it is readable but would like to know how to enhance the text, so that it stands out more..

I'd try the burning, working zoomed in if need be you could almost write over each letter.
The lighting tip is good but unless it's very nearby the exact moment will be impracticably brief - plus on a stone encrusted with lichen you still won't see the smaller lettering very well.
