When you say Panasonic Lumix, which one is it as that covers a huge range of cameras. The G series are perfectly capable of food and interiors. I'd say a Gorrillapod, stick it on a table/bar/chair for the interior shots and it can go down low for the food. As for lighting, I've just invested in a couple of Yongnuo YN560s and Radio links which should be more than adequate for your requirements, and well within your budget, in fact 460s would do I'd have thought, again on little flash stands sat on a chair somewhere....
