Get over it, move on.
This is not a place we want to encourage He said / she said rants.
You had his contact details and should have done it via that immaterial of whether he was replying quickly or not.
Mistakes happen, i dont think he was deliberately ignoring you.

Having read it all - Ian made a mistake in a lack of communication - he tried to correct & explain it - you strung it out beyond a reasonable amount

Ian has had, including from me, many thousands of £s of orders happily completed on here - if he couldn't fulfill your order and has refunded your money, then that's unfortunate but it is the end of that deal - Ian has lost out on some commission & you on your lens cheaper than most other places offer

Please leave it alone now
