I believe it's a vehicle where the plebs go to exchange used chewing gum along with respiratory infections, which stops at places judged to be suitable sites to cause peril to the other road users - to whit blind corners, opposite junctions, crests of hills (ideally near corners) and close to pedestrian crossings. (I wish I was kidding about the above bus stop placings - and that's just on the 1 mile journey I occasionally had to take to get to the centre of town ...)
