Deb, on this occasion it was the newspaper that got me the pass, however, most newpapers have a newsdesk that you can send photos to, have a look on the website of your local paper and find out what their email is.

Then, if you go somewhere of local interest, you can mail them a pic and short description, if they like it and need to fill a space I am sure they will use it (took them 2 weeks to use my pic lol)
