How's this done

If i was trying to acheive this, it would go along the lines of selectively using extreme motion blur on the vertical axis on a new layer, and then blending it in. (In a nutshell)
 
Yes some coloured dots/blobs on a new layer above a black background, then loads of motion blur and maybe a bit of dragging out with free transform to make the coloured lines. The the pic of the people (easier with a black background) and note the lighting from the sides to put part of the face in shadow, then add this layer and lower to opacity to blend them together
 
No need for coloured blobs. The luminosity and colour of the faces are whats creating the streaks.

Make a layer copy of the faces... increase contrast and saturation. Then do a motion blur and blend the layers using screen or overlay... maybe experiment with the actual blend. You may need to layer mask some areas back a little with a soft airbrush.
