Anyone help? I like the look of it.
It was apparently taken with the same camera I have. I have left the settings in the screenshot but I don't see how just this would create that effect!
Is this good editing?

Oh dear..... I'm sorry :confused:
I didn't realise the image was too big previously, it's a screenshot off my phone. I've cropped it a bit hence why it's now off center....

Looks like a ICM effect blur added after the shot, not sure of the name but may be zoom blur or warp blur.

There's no blur on the arms of the lads, so not an ICM.


Edit - Just seen the original and I think it's ICM.

In hindsight, the more I look at it, the less I like it, its garish and sickness inducing. At first, I thought the photographer would have been moving backwards or something but then realised the centre was in focus.
 
I think that’s what is called pulling the focus. Or, in other words you zoom out as the picture is being taken.

As well as zooming out, you need to move towards the subjects to keep them the same size while the background changes.
 
Looking at the image data - 1/80th - there isn't time to have zoomed while taking the picture, and that might not even be possible with the compact camera used. My feeling is this was done in post, with the centre of the motion blur on the boys elbows.
 
I think it may be pulling the camera not zooming as such.
 
Looks like Radial Blur with a Radial Gradient on a layer mask.

@Mostly Harmless - something I need to bring up is the right to post images and consent from the copyright holder. You have posted this requesting help regarding how to reproduce the effect and the image info does at least credit someone, althugh it might be difficult to contact them based on a user name only. I can guess you don't have permission to use it, because if you did then you would have had contact with the owner, and could have asked them how it was created.

This might be considered 'fair use' for educational reasons, but we have our own set of rules here too covering use of other peoples images : the right thing to do is to link the image you want to show, and not to paste the image - not even a screen shot. Can I ask that you edit your post containing the image and replace it with a hyperlink that will enable a viewer to see the image where it is legally hosted, please. If you need help with how to do that, I'm happy to advise.

I'm leaning to zoom added in photoshop (or whatever) I'm not sure the hx 200v will zoom fast enough, or while exposing a shot. I cant see it getting a focus while zooming.
 
Almost certainly added in post.
I could advise how to do it in camera, and possibly improve on it.
But the linked image was almost certainly created on post processing
