and create speed blur...eg trains.So 2 things really.

freeze action just pan with fast shutterspeeds like 1000/sec. and blur pan with slow shutter speeds, but the shutter speed depends on how fast the thing is, but 1/200th is a good place to start.
this was 100th sec

which is still slow enought for wheel blur.

It really is easier to do than you think, but It'll take a bit of time to get it right. I take a lot of planes at airshows and they blast past at up to 500mph. I managed to get a Red Arrow in flight at about 1/640 and it looks like its stopped dead.

Follow the subject, click and carry on following - don't stop when you press the shutter. Shutter times as above (1/100-200th)

Go and practice panning with cars (they are 2 a penny). Then go and try with the train (but you only get one go, then wait half an hour for the next - if you're lucky!!) Post some shots that you've done.

Top tip for panning point your body where you want to end up capturing the subject then twist away ready to pan back to that point, then when you are ready to take your body will be more in balance and more able to hold the camera than say if you were be stood all twisted.

Remeber maximum bone support muscle relaxation........sorry going into the marksmanship principles for shooting a riffle there, once a marine always a marine.
 
One other thing to remember is that shutter speed should be 1/(3x focal length) at least. to get the stop. So the bigger the telephoto the quicker the image.

Also a litte trick is to take 2 items moving towards each other. The object again your pan will blur nicely.
