How to achieve this?

What is the process for getting a shot like this with the blown highlights and strong emphasis on the eye make-up? Is it just about turning the highlights up, pulling the blacks down and upping the contrast?

Play with the sliders in the Channel Mixer to choose which color channel to blow as they will give different results. There are many more colors to choose fron with the Black and White adjustment layer.
I always check the different channels first before converting to black and white, to see which one to boost or lower.

Looks to me like a pretty standard black and white conversion. Reasonably high contrast and a little over flashed. Shoudn't be anything too taxing

Just overexpose the pic up the contrast a bit and burn in the eye make-up should get you close.
