Yes
All I want is a square but no fill, so I just get the boarder and I cant figure it out!?!

Use a ruler and pen... ;)

Which software are you using?

Press "U"

Along the top you should see a square or a circle?

If it is the circle, click it and change to the square.

Hold shift (To constrain proportions) and click and draw the square.

Change the opacity to 0 and then at the bottom of the layers tab, you should see an "fx" button. Click this and apply a "stroke"

doesn't seem to do anything

Use the marque tool and guidelines to set the exact size, then edit/ stroke using whatever foreground colour you need.:)

Okay on the little tool bar, can you see a circle? Under a pointer icon?

Press the circle and keep the mouse pressed. An extra toolbar should open allowing you to choose a square?

ahhh figured it out using that technique but with marque tool

cheers

A better way I find is to use the Marquee tool, draw your selection, and then fill it with black. Whilst it is still selected, go to "select > modify > contract" by 3 pixels.

The selection will shrink.

Now fill it with white and select > modify > contract by 1 pixel. Now press delete.

You have a nice simple border now.
