This is another of those "taking the internet by storm" things, isn't it?
 
I get 12 too! first glance though looked like the dots were following where I looked...

I can jsu tabout see 3 at one time as long as I look at the right part of the screen from the right distance. Quite scary how our vision deteriorates away from the centre isn't it - we wouldn't accept a lens that performed like that!

If I am not looking at the picture square on, an angle of 5-10 degs, I can see 3, from the same angle but shifting to the bottom of the picture, I can see all 4 on the bottom line.

I'm up to 2 after tilting and zooming in, I'm on the phone and wonder if it will improve more on the pc?

I can see 4 if I focus at the bit in the centre of the 4 dots
 
It isn't a matter of poor eyesight.
It's merely the way the brain perceives the different elements of the image.

Even when you think your eyes are still, they're scanning back and forth microscopically around 100 times per second. It's called saccades...the fastest movement the body makes.
 
Hundreds but I think it's all the floaters in my eyes, lol
 
without moving my eyes, staring at the mid line I see . 3 top 3 middle 3 bottom. Curiously the far left ones are the ones I don't see.
And yet my left eye is the "stronger" of the 2.

Its probably some Freudian message, that my brain is receiving :D

It's supposed to be an illustration of how poor our peripheral vision it and that it is compensated by the fact that we normally scan repeatedly. However the scary bit is that when you look at the centre the brain is filling in what it expects (I'd all grey lines) at the periphery. You might reflect on what this means for, say, driving on a motorway and looking straight ahead.

Recently I was a passenger in a car on a motorway and so had time to look at other drivers and to my surprise they all looked as though they were asleep!

Epic fail if folks are viewing on anything that doesn't fill their field of vision.

Our peripheral vision is very good at detecting things like movement - it is detail that we struggle with and when driving on a motorway you do not need a high level of detail to detect a nearby vehicle - you would not need to be able to read the number plate to detect the vehicle is there!
