How easy to integrate something like this into a website?

How would you go about creating a stat thing like this?

What coding language would be required? And would it be fairly straightforward for somebody who knows what they're doing? I'm happy to pay if I know it won't take weeks and weeks of work.

Seems to be javascript. Fairly straightforward if you can find someone competent in javascript/jquery
