Looks like two shots combined in a montage type thing.

The first one looks like its in a car park or car event with a vehicles lights on full pointing towards the girl in the drivers seat.
The other looks like a picture of the night sky over laid on the original image.
 
Looks like a multiple exposures? one of the exposures looks like a night sky shot

Give your cam to a 3yr old, LOL take a really bad shot :D, bit of spatter in CS, not sure why you would want a shot like that :shrug:
 
Yeah, does anyone know where i'd find the texture like these?
Or what even they would be called in google " sparkly space galaxy texture? "
 
It may well be two exposres, but to me it looks like a shot of a really bright light source reflected in the car wing mirror to give massive amounts of flare, and sparklies from a filthy lens.

Then shoved through a PS / LR action / preset for the colour shift.
 
Not my cup of tea, cant think of any positives to the shot.:shrug:
 
Its different.
We don't all like the same thing, if we did,it would be boring.
