How do i get this blue portrait affect in photoshop

I have been trying to find a tutorial to get this bluish portrait affect in photoshop as seen HERE unfortunately the link to this tutorial is no longer in use, so if anyone on here knows of anything similar, or if you have your own tutorial i would be very grateful, many thanks in advance
