I rather like it so the question is - Which effect(s) do I need to do this.

I'm a cheapskate and use GIMP.

Looks like a conversion to indexed 16 bit colour, then a bit of general messing.

Colour > posterise, looking at it, I'd say 4 or 5 levels.
