When do you attach them

I must confess I hate having them in my rucksack they always in the way

I can fit my camera and my 70 - 200 plus my standard and wide angle leses fine but as soon as i carry the hoods they fall out get in the way etc, and i end up leaving them at home.

So should I keep them with the lenses at all times?

When can i leave them off the lens?

They're used to reduce flare so if not shooting in sunny conditions then you can avoid using them. They don't take much room if you mount it backwards, just makes the end of the lens a bit wider.
 
I use hoods all the time because:

In sunny weather flare really does happen and spoil a photo!

In bad weather they keep a lot of rain and dirt away from landing on the lens and stop a bare lens bumping into wet coats/bags and getting smeared.

At night you still get flare! I left a hood off for a long exposure night photo once and got bad 'moon flare' across the photo! Lol

I always use mine and keep them backwards on the lens in my bag.

Only time I don't use one is shooting on streets/cities at night as removing the hood makes the camera loom a lot less obvious....
 
I have the hoods on all the time, mainly for protection of the front element as I don't use UV filters (they make the photo too soft for me). The only lens I don't use a hood on is my Canon 100mm f2.8 L Macro as I usually have a ringflash attached to it. My bag is big enough to hold the lens with the hood attached in reverse so I carry them all the time.
 
I never shoot without the hood unless I'm intentionally trying to get maximum flare.
