can you only use b+w film with holga cameras?

you can use any film you like in a Holga.... getting a decent picture is not the object of the exercise after all

Colour film through a Holga can be very effective.

Yep, you can definiately use both. I recommend Kodak Portra 400VC for colour film as the colours are nice and bright
