Im sure i didnt get this problem with my D50 or D80, but when i use my SB600 on the top of my D200, in normal position is fine and i can go from -3.0 to +3.0 and see a difference right through the compensaion range.
If i bounce it, i can underexpose, but once i pass 0.0, it appears to make no difference at all.
Has anyone come accross this, i would have thought that even with bounce, +3.0 would really overexpose quite alot???

not if by using bounce you are going beyond the effective distance.
