Might be better in computer section.

There are loads of thread on photo PCs there if you have a wee look.

May need to up your budget a wee bit though.
 
Self build or purchase pre-built? You will be fine for £500 - can you reuse the OS? You need a 64bit OS really.
 
Apart from the case maybe, it's a completely new build... As said there are many different build threads to read.
 
The first thing to check is what your motherboard is capable of...what is the maximum RAM?

then depending on what spec it can upgraded to, you may want to consider a brand new self build PC, also consider that Windows 7 is going to go down in price because of 8 being released so it's even more of a bargain!

Yes, I don't think a 32 bit OS will enable you to run more than 3GB of RAM, so 64 bit is essential nowadays for photo editing IMHO
 
have a look at www.chillblast.com you can custom pick components and lets you see what costs you are incurring as you go. i'd go for a 8gb ram system with i5 quad core minimum.
