i want to add a sky to a picture, i understand layers and layer masks but how do i get another picture on a layer?

Assuming you are using PS then have both the source and target open.
Using the move tool, select the target (sky) and drag it into the source landscape. Ping it appears as a new layer

yeah PS3, i tried dragging it but it came up as only a little picture on the layer it didnt fill the layer!

That would be because you are using two different size images ,the image size (pixel dimensions) is smaller than the other image.
