I hope someone can help me, this is a scan of a picture a friend took years ago and now wants to print out to around A4. She no longer has the original so re-scanning at a higher res isnt an option. I was wondering if there's anything I could do to make the photo less pixeled when when its printed up?

I have Elements and lightroom but am not very skilled in either

How are you scaling it and what resolution is it (in pixels)?
 
sorry not sure how to answer those questions as I said Im new to this, from my limited knowledge though I know the photo will pixel up when printed on A4, the photo I posted in the actual size I have
 
You're probably not going to be able to get it at A4 without pixelation...
 
Am I right in thinking this is the full size your starting with? it's never going to be fantastic I'm afraid.
 
Nope... It's heavily compressed and you get lovely JPEG artefacts when you blow it up. I even tried using fractal resizing and it's still pants (although less pants than just resizing).

Hello Chris

Print it out the very best possible photo quality you can and then flat scan it to whatever size you'll need. The results can be very good indeed.
