Think you need to post an image as an example, of give a much more detailed description of the problem you're having.

I think you are referring to an image that has partially or totally horizontal stripes where the real image should be. If so this is a corrupted file that cannot be read correctly. If the image is on a camera card, try downloading it again and see if that corrects the problem. If it is on a hard drive I don't think there is much you can do
