So, I was sitting on the A249 today in the car. I had not moved for 15 minutes, traffic was at a complete standstill and the carriageway was clearly closed ahead. Engine was off at this point but I was still strapped into the driver's seat. I called a good friend in an attempt to find out what was going on with the road, and then called the hospital to explain why I may be late for an appointment.

Does this put me in the same category as those I regularly rave at for using their phone in their cars?

You are at in the drivers seat in charge of a motor vehicle so technically yes you could be done.

Interesting one. I found this "The rules are the same if you’re stopped at traffic lights or queuing in traffic" (https://www.gov.uk/using-mobile-phones-when-driving-the-law). The context seems to imply being in a normal queue of slow moving traffic, with frequent halts, rather than being completely stuck and with the engine switched off. It's not quite the same as being drunk in charge of a motor vehicle, as opposed to driving whilst over the permitted limit, or is it?
 
I needn't worry as I never do anything wrong while driiiiiiiiiving ..... stupid @$$w1p3!!!!!

We don't have middle lanes up here so that particular law don't apply:D

I'm pretty sure the only time I've ever used my phone while driving was at the same speed as Ruth was doing. However, I did it legally, using handsfree. It was a very short call, telling a member here I was running late but was running as fast as I could!

I don't even like talking to passengers when I'm driving, which drives my MiL nuts (since she can't stop her jaw flapping...)

Where I live we have one lane for both directions.

Does this law now mean that lanes 2 and 3 will be made redundant while drivers stick to lane 1 in fear that they may get a ticket for spending a bit to long in the middle lane. I honestly can't see much changing to be honest.
 
The way the media have been reporting this today you'd think the law regarding tailgating, lane hogging and mobile phones had actually changed - which they haven't.

The only differences from today onwards is that the Police can issue a fixed penalty notice and the fines have increased. Will this be an increased deterrent? Probably not. Doubling the penalty points would have been a bigger deterrent (for those that actually have a license to worry about) but that doesn't raise revenue.
