So, I was sitting on the A249 today in the car. I had not moved for 15 minutes, traffic was at a complete standstill and the carriageway was clearly closed ahead. Engine was off at this point but I was still strapped into the driver's seat. I called a good friend in an attempt to find out what was going on with the road, and then called the hospital to explain why I may be late for an appointment.
Does this put me in the same category as those I regularly rave at for using their phone in their cars?

You are at in the drivers seat in charge of a motor vehicle so technically yes you could be done.
Interesting one. I found this "The rules are the same if youre stopped at traffic lights or queuing in traffic" (https://www.gov.uk/using-mobile-phones-when-driving-the-law). The context seems to imply being in a normal queue of slow moving traffic, with frequent halts, rather than being completely stuck and with the engine switched off. It's not quite the same as being drunk in charge of a motor vehicle, as opposed to driving whilst over the permitted limit, or is it?
