Ah confirms if your goods from abroad are not stopped by customs then no RM charges. But unless every parcel label is scanned by a computer and also x-rayed and also checked by sniffer dogs.....and if there aren't enough border\customs staff to check, many\quite a few...... parcels must get through with no charges.
