GIMP 2.4 was released today, here's where you can download Windows installer (GTK+ is bundled with the GIMP now, there's no need to download it separately):

Also, http://www.gimp.org/ has a new design, but suffers from the Digg effect a little now, so it might not be accessible well at the moment.

Having used the 2.3.x releases and 2.4 RCs, I absolutely recommend upgrading from any previous version if you can, lots of great new stuff is there!
 
You're very welcome, I absolutely love it, combined with UFRaw, I think it even beats Photoshop Elements now, at least for me. I didn't like Elements 5 much because they made it too integrated with the photo organiser, it wasn't faster either and 2.4 has almost all I need now.
There's just one more thing I'd like to have in the GIMP - 16-bit support.
There's just one more thing I'd like to have in UFRaw - 100% zoom.
So I use Raw Therapee, then I export it to a 8-bit tiff and then it goes into the GIMP if necessary. UFRaw gives me nicer colours, RT works a little better for me otherwise.

You can find them all in the GIMP Registry, but this is more convenient for me and for a few friends of mine too.
 
2.4 here also, downloaded and installed though I'll probably never use it, I like the idea of a 14mb graphics program :)
