Because I want opinions from TP members, then again if I get answers like this I might be as well with google.

Gimp is a popular choice, and I know a few people who use paint.net (not tried either myself) I suppose it depends on what level of editing you need, is it very basic or a bit more advanced?

Just basic editing for a beginner with a point and shoot. I e-mailed your suggestions so far. I might even give them a try myself.;)
 
If you want simple editing for a complete beginner, then Picasa3 is the one I'd give them. They can play about all they want without damaging the original file. If they edit something they like, then File > Save a copy, and a new image is generated with all the edits. :)
