It has to be a mixture mainly of two things ... ... horses for courses and personal taste ... ... other than that I don't think there are any rules as such ... just practice and good taste ... :shrug:

A window mount (matt) is usually 2" all round the photo, regardless of the size. An A3 print will fit nicely into a 20"x16" frame with a window mount cut to size (it's not exactly 2" all round but ...).
I've got my own matt cutting equipment now so I tend to crop my prints how I like, print them to fit in A3 and cut a window mount to fit the print for a 20"x16" frame.
Similarly an A4 print will fit into a 12"x16" frame with a matt 2"ish bigger all round
I picked up some cheapo stuff from a random stationers and it was crap so bought a new cutter, rule and cutting matt from Hobbycraft. Can't remember the brand name, I'll have a look tonight but the rule and cutter were about £60 I think. The results are great and look the same as ones I've had done at a framers
