Focus/Shake

I've got couple of old digi pic's that are out of focus or poss camera shake but due to the pics being taken on an old camera its hard to tell which so im photoshop elements 12 & need to know what's best for used to clean these up.???
 
A blurred or soft image is just that, blurred or soft. It is really irrelevant what has caused it, if its slightly soft then sharpening should help, it all depends upon the degree of softness. Sometimes no amount of sharpening will help. Maybe you could process the images with a soft dreamy effect if they are landscapes? Why not post a shot so we can advise better.

Can't seem to find 'sharpening tool' in elements 12 also wasn't in my old photoshop.
Its portrait pic's of friends of ours so would need there permission first really.

The picture was taken in 2000 so it gives you an idea of quality back then, ill download the free trial as we would like to give a copy to our friends.
 
If it is camera shake and relatively uni-directional in its nature, the Shake Reduction filter in Photoshop CC can do a good job, but it's very variable in it's success.
