IMO, Flickr is well designed, user friendly, hosts your images at a high resolution, allows you to see how many people have viewed your picture etc, and allows for privacy options (like people can't copy and paste your pic). You only get ridiculous 'award' comments if u post to ridiculous groups. So far I've avoided it. I have a close group of photography friends there, and we like to use it to share pics with each other and inspire one another.
I've never used Photobucket but have been linked to pictures there. From a design perspective it's messy. it has ads, displays at weird resolutions like 93%, and has too much javascript hover-over pop down menus.
