Flare Plugins?

So I really like the flare options in Exposure 7, but that's about where my desire for that software ends. Does anyone know of any free or cheap plugin that allows you to add flares or a similar effect to your images.

Photoshop has a lens flare option if you have that. Topaz has a star effect plug-in, it might do flare as well I'm not too sure

People put the Gimp Flare and Gradient Flare to good use. http://www.gimptalk.com/index.php?/topic/57033-lens-flare-tutorial/

But for the best, precise control over the flare, Inkscape, lets you draw the exact shape, transparency, colouring and falloff of each object.
Inkscape is a vector drawing program. So you can draw and edit objects on top of the image. And experiment and save various alternatives until you are ready to export as a jpeg.
