Can anyone recommend a filter to use for shooting landscape shoots where the sky is brighter than the foreground.

Neutral density filter. They come in varying strengths, and you can add them together to make it darker. You may have to expose the photo slightly more to bring the foreground out. Experiment.
 
As said already. A Graduated neutral density filter. I usually use a 0.9 (3 stop) for landscapes. Sometimes a 0.6(2 stop). Then again sometimes i wish i had a 4 stop.

Depends on how much you want to pay. There are a few systems out there.
Cokin P series is ok but if it's what you really want and you don't mind the price i would highly recommend the Lee filter system.
 
some have experienced colour cast problems with cokin filters, as the above the lees are expensive, especially if you aren't sure how much you will use them. Consider the HiTech filters. DO a search, loads of info on filters and holders etc.
 
If the sky is blue, ie with plenty of polarised light, a polarising filter works very well in making it darker. There are other benefits too, like improved colour saturation due to reflections being reduced. Very popular filter for landscapes.

I'm not a big fan of graduated filters, although others clearly are. They are useful for film cameras, but with digital you can use a technique called HDR (High Dynamic Range) which, IMHO, has less drawbacks. There's lots of info on HDR if you search ;)
