Well the ball head allows movement in all planes at the same time.
With little correction - the Redsnapper TB-12 head and some others do allow horisontal turning (panning) whilst the ball is locked (the base of the ballhead has an extra lock that allows this movement).
In addition to that you can (with the ball tension control) make the camera and ball lock but still moveable (with adjustable tension from solidly locked to easily movable). This effectively allows you to quickly move the the camera in any direction without having tofiddle with locks all the time.
