I have just got another external HD my old Hitachi was 500GB and when I plugged it in the was 490 or there about.

This new one that came today fro Amazon is a Toshiba 750GB. Plugged it in. Reads 698GB.

I've not had a card or a external HD that's been bang on the numbers but does this seem a little to low?
 
Memory, due to it's fundamental building blocks is measured as a power of 10 (so 1kB = 2^10 B).
Disk space or transmission data rates have no such limitation so traditionally use powers of 10 (so 1 kB = 10^3 B).

Disk manufacturers will use the first as it allows a bigger number, but the operating system uses the second.

Sales en lies 750,000,000,000 bytes = 732,421,875kb = 715,255mb = 698gb

The lie has been so persistent that it has been accepted as the standard (1024 is the multiplier).
 
yep, if you buy a 1Tb external HDD the computer shows it as 931Gb
