The trick is to get the hole in the wall exactly the right diameter and length for the expansion fixing. The fixing is tapped into the wall leaving the threaded end (and washer and nut) sticking out.
Assuming you've made the hole the correct size, the sleeve will expand as you tighten the nut (with a socket spanner). Once the fixing is really tight in the wall, back off the nut and take it off the thread. Fit the mounting bracket over the thread, replace the nut and retighten with a socket.
Thanks guys, I took a quick trip to B&Q and it turns out those ones were not for hollow walls, managed to pick up a few decent stronger looking ones and I now have a 2.72m paper roll up.

Hmmm, hollow walls eh, well personally if they are standard plasterboard walls there isn't a single hollow wall fixing sold in B&Q that I'd trust longterm to support a triple 'expan' type system and I'd certainly be very cautious using more than one roll of paper - but then again I'm a belt and braces kind of guy and anything I fix to the wall is tested by it having to support my weight and I'm a big f#t b##ger.
its up now and seems very sturdy. used two 10mm bolts in each side so Im hoping it will be enough with three on there. So far just have the one but I will keep an eye on it.
