does any exif data software show if image stabilisation was on or off thanks

It's down to whether your camera records that information in the metadata or not rather than the software used to read it - so what camera is it?
 
I've just looked at some shots taken with a D7100 on Flickr and it does appear to record whether VR was on or off.
You could try IrfanView.
Open an image with it, press I (or go to Image > Image Information) then press the EXIF info* button and scroll down. I think the field will be called Vibration Reduction.
 
Or you can use Nikon ViewNX2, that came with your camera. Or download latest version from Nkon.

Shows all/most info, and imho the best photo viewer...
