Energy saving bulbs

Looking around (at ebay) at lot of the 'cheap' lighting sets seem to have gone for multiple energy saving bulbs.
Now perhaps I am being prejudiced, but has the quality of energy saving bulbs for photography increased a lot? Are they worth it?
Or are the cheap kits worth it to get a couple of umbrellas, and a bulb-holder on a stand, even if the bulbs need replacing?
 
The better photographic fluorescent lamps have improved, and have energy retaining coatings that create flicker free lighting, and they also have reasonably high CRI values.
But the ones on Ebay are still junk
