I use Photoshop Elements 9 to edit my pics, and also have Lightroom 3. I have hardly used LR3 as I've never really took the time to get into it.
Now that Elements 10 and Lightroom 4 are here, is there any point in upgrading, are there any major improvements in each package to make it worthwhile upgrading?
I would probably make a bit more effort in trying to learn LR4, or stick with and learn LR3.

LR 4 has a new Develop engine which I find much better for pulling back highlights. I started using LR 3 and took the trouble to learn how to get the best from it and now, I hardly use Photoshop at all. I much prefer making my edits without having to save derivative files all over the place. I can create versions with different treatments and try different things without having loads of image files cluttering up my HD. The Map module is nice, but not essential. I've used the Book module to create a book which I had printed and was highly delighted with the quality. It was nice to do something with my images rather than just viewing them on my PC.
I make heavy use of keywords, so LR is an excellent DAM program, but not everyone likes it. You would definitely need to make the effort to learn how to use it properly. There are plenty of resources on the Web to help out and more importantly, many are free!
I haven't used Elements at all so I can't help you there. Sorry.
