How do I click on a certain colour that's in an image so that I can then use the paint brush tool to replicate that colour in other areas of the image?

Which software package?
In most you would use the eyedropper tool to pick a colour from the image.

in photoshop use 'Replace Colour'

Just press the "alt" key while in paintbrush mode if all you want is to select the colour.

However... using paintbrush can be a bit crude. Replace colour, as the other poster suggested may give better results.
