Not quite. eBay owned PayPal from 2002 to 2015, but then they spun it off into an independent publicly traded company.I think although ebay own PayPal now I think. They are looking a t a better cheaper deal.

I can't see how this will eliminate any scams... Both PayPal and Ebay prioritise the interests of customers, which means that dishonest ones can rip off honest sellers, and I can't see why this policy would change with a change of supplier.Whatever the changes ebay will be taking their healthy cut one way or another and sellers will simply adjust their prices to stay competitive. Hopefully this may eliminate some scams though.
Remember eBay payments, before Paypal appeared? I do and it was great. Instant and fee free transactions, didn't have to log into any other account just went straight from the buyers bank to the seller's. (or from card to bank etc as setup by the users).

They were good - ebay wasn't a place to buy your market stall tat from china or just a shop window for high street chains, it was a place to find a bargain in whatever tat people were clearing from their attic. Fees were really low and you didn't pay to be paid!
