What do you do when you go to collect something and find out it is significantly worse than described? You obviously tell them to go where the sun doesn't shine and don't buy it, but what about the rest? Would you leave negative, contact ebay rep, etc? The low life cost me 3 hours of my life and a bit of fuel money.
 
Open a case with eBay.

Surely he must have had excellent feedback for you to even consider buying from him, in which case it's unusual for someone to risk that!

Just leave accurate feedback. Don't pull any punches, but be courteous and straightforward.
