It's just a classified ad, tacked on to an auction for a pencil.
 
Doh....that'll teach me to read his complete ad....kinda karma for eBay ripping people with their fees. ;)

Just asked him for a picture of the pencil.

Interesting that it is collection only!

Can't work out what to report the listing for as nothing seems to be relevant?

The way I read it is that he's advertising his gear and using ebay to promote it without paying their horrendous fees,
What hes saying is ring me about it the gear but if you press buy it now all you'll get is a pencil for 99p
if the buy it now was £3900 he'd pay 15% fees.
He's not a scammer - maybe you should read things a little more carefully
