It is not uncommon for collard doves to breed at any time of the year when food is readily available. Here in London I have seen some mating behaviour from two in our garden, and from wood pigeons too.
I believe it’s due to pigeons ability to feed their young by producing what is known as ‘crop milk’, thus rendering able to feed at any time of the year, rather them relying on insects or seeds
