I've never used a 600D but I have had a 550D which is very similar and yes they are very good as a starter. However, I recently bought a 650D body for the wife as we have plenty of lenses and that is a very good starter camera. It has a great set of features, many of which are better than the 600D, while still in a similar sized body.

If you pay by bank transfer, by contacting the supplier by email first, you can get a 5% reduction of the price as well meaning you can get the full kit for under £600 and well within your budget. Alternatively, you could look at
second hand kit. I just swapped a 60D with a grip, extra battery and 16Gb card for a 7D and cash meaning my gear was valued at £500, so with a similar deal you would get an improved model body and have enough left for a decent lens for what you want to shoot.
