does the wider aperture on 16-35l make difference to bokeh compared to 17-40 at 17mm

thinking of upgrading, but primarily to get more pop from foreground images, but does it make much difference at the shorter focal lengths?

the only option there appears to be EF 14mm f/2.8L USM - if I want the wide end - and that doesn't offer a huge amount of flexibilty - and isn't exactly cheap
 
It's difficult to play shallow depth of field tricks with wide angles, unless you move close.

I can only guess at the sort of effect you're after, but I think you would likely be disappointed from the small benefit compared to the big cost. I think you will need f/2 to make a major difference over f/4.
 
TBH at 17mm everything will be sharp as said unless v.close to subject. Run the numbers through one of the online DoF calculators.
 
One mm and an extra stop doesn't make that much difference in real life situations, but if you are feeling flush, it is nice to know that you have a SLIGHTLY faster and wider lens than the bloke stood next to you, but you would struggle to tell the difference if both images where printed and placed side by side.
